The Office of Management Assessment (OMA) provides broad management oversight and advice to the NIH Director on program integrity, risk management, and management support systems that safeguard agency assets, preserve public trust in NIH, and provide an administrative infrastructure for the agency.

Comprised of the Division of Management Support (DMS), Division of Program Integrity (DPI), and the Division of Risk Management and Audit Liaison (RMAL) OMA’s mission is to promote the stewardship of the NIH research mission by proactively supporting its programs and providing creative, innovative solutions to its management challenges. Division of ​Management Support (DMS)

Acts as the NIH focal point and liaison with PHS, HHS, and other federal agencies in the coordination and implementation of the NIH Directives system and oversees implementation of a wide range of NIH management programs including Delegations of Authority, Federal Register, Forms Management, Manual Chapters, Organizational Changes, Privacy, Records Management and Regulations, and Commercial Services Management for NIH.

Division of Program Integrity (DPI)

Provides a centralized management survey and review capability to promote program integrity and maintains serves as NIH's central liaison on matters involving the OIG, the Government Accountability Office, the DHHS Office of Audit, the Federal Bureau of Investigation, congressional staff members, etc., related to management controls and audits. DPI maintains the overall responsibility for all matters-including the development and implementation of management controls to prevent fraud, waste, abuse, and conflict of interest or the appearance of these, and provides a planned management oversight capability that focuses on early identification and prevention of such occurrences.

Division of Risk Management & Audit Liaisons (RMAL)

Conducts management assessments to improve component-specific as well as NIH-wide management effectiveness and efficiency of administrative management functions and systems, and provides an ongoing process to perform standardized activities that promote the overall accountability and integrity of the organization's work. RMAL’s overarching goal is to employ proactive risk management to enhance program performance through its Risk Management, Outside Review and Audit Liaison, and the Federal Manager’s Financial Integrity Act programs.
