Manual Chapters

The NIH Policy Manual provides NIH staff with a central location to easily find NIH-wide policy. It is an official mechanism for issuing NIH-wide policy and is comprised of individual chapters, commonly referred to as Manual Chapters.​

Manual Chapters Laws, Policies, and Memoranda

Effective policy is often times the first line of defense against institutional risk. Ineffective policy puts NIH at risk, may lead to failed programs, reports of Waste, Fraud and Abuse and investigations from the Division of Program Integrity. Individual Manual Chapters are derived from many Federal laws, policies, or memoranda, which should be identified within each Chapter. However, the NIH Policy Manual system and Manual Chapter 1710 are derived from the HHS General Administration Manual (GAM), Chapter 1-00 “HHS Staff Manual System.”
